Cannot select application when creating new requirement

User is unable to select the underlying framework layer application, when creating a new requirement from application's profile landing page.

"Add/Edit specification" screen allows the user to select underlying framework layer application, but "Add/Edit requirement" screen does NOT allow as the targeting application for which the new requirement should belong. This inconsistent behavior between "Add/Edit specification" and "Add/Edit requirement" screen triggers confusions and bad user experiences among end users.

Error Messages

Not Applicable.

Steps to Reproduce

1. Navigate to Designer Studio > Application > Profile landing page.
2. Create a new requirement from implementation layer.
3. The screen does NOT allow the user to select underlying framework layer application as the target application.
