Could not save an Extract rule into non PegaBix ruleset

Summary
User was not able to save the Extract rule in their application RuleSet. There were no error messages seen, but only BIX RuleSet was being populated in RuleSet selection drop-down during creation of Extract rule.

Steps to Reproduce
a) Import the BIX jar.
b) Create the Extract rule
Root Cause
BIX RuleSet was not mapped under Application RuleSet.
Resolution
After adding the Pega-BIX:07-10 RuleSet to the application RuleSet, user was able to create and save the Extract rule(s) in their application RuleSet.
