Cursor is not displaying for fields with pxInteger control

Summary
Cursor does not appear for fields having blank value and pxInteger as control.

Steps to Reproduce
1) Create a section with some properties having pxInteger as control.
2) In the runtime, observe that the cursor is not displaying when the input box is blank.
3) Cursor is displayed when the input box has value.
Root Cause
The skin customer have added to the portal has a CSS include. The CSS has a style to actioncontainer Input which sets padding right to 0px.
Resolution
Changed the css style for class #actioncontainer Input to have a padding right of 1px.
