Dropdown control does not display options on a click event

Summary
In Mozilla Firefox browser, dropdown control does not display options on a click event. However, the options display when using the arrow keys.

Steps to Reproduce
- Create a section in a portal.
- Create an out-of-the-box dropdown and add it to the section.
- Launch the portal and locate the dropdown.
Root Cause
A defect in Pegasystems’ code or rules.
In div-layouts file, the has-action is incompatible with the Firefox browser.
Resolution
Apply HFix-46753.
