Error when installing Pega 7.19 on postresql DB (server 9.4.4)

Summary
User gets the following error after running the rulebase installer on Postgresql DB and the build gets failed due to an error while applying UDF's.
Error Messages
Install UDF Jar:

Steps to Reproduce
1. Initiate installation of Postgresql DB.
2. Create the DB, users, schema, and assign permissions.
3. Run install script.
Root Cause
A third-party product issue:
The Pega 7 Platform depends on Java user-defined functions (UDFs) for certain operations. In order for UDFs to work with PostgreSQL, one must install the PL/Java add-on for PostgreSQL DB.
User did not have PL or Java class at their end.
Resolution
Make the following change to the operating environment:
Configure PL or Java add-on for Postgresql DB and by having the required class libraries.
