Events to collapse menu bar not triggered in Chrome browser

Summary
In the Chrome browser, events to collapse the menu bar are not triggered.

Steps to Reproduce
- Click tab list to extend the drop down list (triangle icon).
- Select a tab.
Root Cause
A defect or configuration issue in the operating environment.
A touch-enabled laptop, Touch API conflicts with Mouse click API. When touch is enabled, mouse events do not work correctly.
Resolution
Perform the following local-change:
- Open Chrome and type 'chrome://flags'.
- Disable the Touch Events API.
- Restart the Chrome browser.
