Filter History not working

Summary
History was getting to history tables even after the FilterHistory DSS was set to WRITE_NONE.
Error Messages
history table still being updated with audit records
Steps to Reproduce
- Customised the decision tree rule FilterHistory so that all values return False.
- Create a case and treatment path case.
- Check history table.
Root Cause
One of the RUF was calling ADDHISTORY without checking the DSS
