Filter tooltip is is not localized.

Steps to Reproduce
1. Open pzgridfilterpanel.
2. Check for filter tooltip value on the clearfilter hyperlink.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules. Localization lookup tag was not present for tooltip.
Resolution
This issue is resolved by HFix-20194.
