On setting the Action set (such as, Refresh section) to a Grid row, the Action set does not work when the target item value is blank.

Steps to Reproduce
- Create a grid in a section.
- Configure an action set in the grid column.
Root Cause
This behavior is as per Pega product design.
Resolution
Here’s the explanation for the reported behavior:
In the read-only grid for a cell, when the value of the control is blank, there is no width for the control. Hence, the action configured on the cell is not triggered.
In the editable grid for a cell, when the value of the control is blank, a default width is present for the control. Hence, the action configured on the cell is triggered.
