Steps to Reproduce

1. Create a specification.
2. Reference the specification in a flow.

Root Cause

The shapes and connectors that do not result in flow specification links are Always and Status connectors, Swimlanes, Split joins, End shapes, and Fork or Boolean decisions.
For the Always and Status connectors, you can instead put the specification on the prior assignment or utility instead of the connector after the shape.

Resolution

The implementation count is correct after adding the specification to the assignment shape instead of the Always connector.
