Issue with Tracer Tool when URL encryption is enabled

Summary
Tracer tool does not work when URL encryption is enabled in Pega 7.2.
Error Messages
"Connection ID is empty. Please restart tracer."
Steps to Reproduce
1. Stop Application Server.
2. Update prconfig.xml with:
<env value="optional" name="initialization/SubmitObfuscatedURL"/>
<env value="true" name="Initialization/Urlencryption"/>
3. Restart the server and log into the Designer Studio.
4. Start the Tracer.
Root Cause
In TracerTraceGeneralScript HTML Fragment rule, the encrypted URL was used to open the tracer which was causing the issue.
