Summary
One or more of the latest rules are not picked up at run time after deployment. This issue is sporadic and doesn't affect the same rules every time.

Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Perform the following local-change:
Add the following setting to the prconfig.xml file:
<env name="systempulse/scanoffsetms" value="60000" />
An alternative approach is to add the setting as a DSS setting:
Short description: prconfig/systempulse/scanoffsetms/default
Owning Ruleset: Pega-Engine
Setting Purpose: prconfig/systempulse/scanoffsetms/default
Value: 60000
If the local change has been implemented correctly, the following text will appear in the PegaRULES.log file during the system's startup:
(ccess.DatabaseImpl.SystemPulse) INFO - Using a pulse offset of 60000 ms
