Localized Date Calendar showing incorrect values

Summary
User is facing issue with Thai months, they display date drop down format, when user uses Thai locale, months are not displayed in short format.
Error Messages
No error message Month values in drop down not correct. Year values keep on changing after selection, need a fixed list for years. Need to restrict future years.
Steps to Reproduce
1. Create Case
2. Navigate to Customer Profile Screen
3. Select DOB from screen
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules. The requested feature was not supported in the release, however since required minor changes SME provided hot fix.
Resolution
This issue is resolved by hotfix item HFIX-10025 resolved the issue.
