Localized value does not display in grid filter

Summary
Localized value does not display in the grid filter, though the values are localized in the grid.

Steps to Reproduce
- Create a dynamic grid with virtual report definition.
- Add a field value for a label in the report definition (pyStatusWork). At runtime, the value is converted to a localized value and displayed in the grid.
- Click the grid filter. The localized value does not display.
Root Cause
The class of the grid section and the the field value is different.
Resolution
Filter value is localized only when a field value is created in the same class as that of the section (or the hierarchy).
As a local-change, create a field value in the section context.
