Summary
Month names in the reports need to be translated in reports with respect to the login operator skill for instances like France, Spanish, German, Italian and so on.

Root Cause
The root cause of this problem is software use/operation error. User wants the month name to be localized in same language based on the operator login
Resolution
The explanation for this behavior is as follows: The total report parameters including the month names are being translated.
User requires only the month field to be localized in a particular report based on the logged in operator locale.
This is not valid scenario in localization.
