Multiple clicks are needed for submit buttons

Summary
Busy indicator is not being displayed when user is submitting the form.
User is unable to know if form is submitted properly ,as a result ending up in submitting the form multiple times.

Steps to Reproduce
- Configure a button in a section, on click of which a modal dialog is launched.
- Click on submit button in the modal dialog, no busy indicator is shown.
- Users can see that screens are not submitting without multiple clicks and they get errors.
- On single click, a wait icon should be shown or submit must be disabled, these are Out-of-the-box (OOTB) buttons.
Root Cause
User wants the BusyIndicator to show up immediately after clicking any button.
Resolution
Add below snippet to UserWorkForm:
Note: User can change the below value to a number which suits better.
