No Navigation buttons on Edge when using Open URL in window

Summary
Navigation buttons do not display when using the 'Open URL in window' on a field in a Section rule. This occurs on the Edge browser.

Steps to Reproduce
- Create a link with an alternate domain in a Section rule.
- Configure the domain to open the link in a window using 'Open URL in window'.
- Click the link which opens a new window.
Root Cause
A third-party product issue: Edge browser.
Resolution
Perform the following local-change:
Use HTML link tag to open the URL in a new tab instead of a new window.
