Summary
Error occurs while performing a 'Save As' of a report to a different report category.

No unlocked Rulesets/Versions found that are valid for this record. Unlock at least one Ruleset/Version that can contain records of this type
Steps to Reproduce
- Open a report.
- Navigate to Actions > Save As.
- Select a Category.
- Click Submit on the modal dialog.
Root Cause
According to the Application stack, the Production ruleset (DMT-Prod) was below the ruleset (DMT) in concern where the object's class name was present. Since the DMT ruleset was at the top in the Application stack, it did not consider the rulesets below as valid candidates according to the pxChooseBestRuleSetInner algorithm which was invoked by the pxChooseBestRuleSet. The Production ruleset (DMT-Prod) was a valid ruleset as per the operator ruleset stack to save the report. Since the Production ruleset was not at the top in the Application stack, it could not select the best ruleset.
Resolution
Perform the following local-change:
Add the Production ruleset at the top in the Application stack.
