Not able to update Bar color for Tab Layout

Summary
In the Tab Layout, user not able to find the option in Skin rule to change the color to light Blue. Screenshots attached.

Root Cause
Not able to get Skin Rule to modify tab group background color.
Resolution
Steps to resolve this issue-
1. Create a custom css file with the class properties(used for setting background color of tab group header) set to required color for background.
2. Add the file in skin rule definition under "Additional CSS" category.
Following CSS code was provided as a solution :
.subTabbed .rightborder{background-color:#XXX};
