Offer step name missing on new property panels

Summary
The property panels in NBAM ML6 have changed. As such any customer upgrading to use NBAM ML6 will not be able to enter or edit a step name on any of NBAM's custom shapes on an offer flow.
Error Messages
No error messages are displayed
Steps to Reproduce
1) Create an offer in NBAM
2) Open the property panel and try to enter a new name for the shape
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules.
Resolution
HFix-10001 was created to resolve the issue.
