Pega retrieves the incorrect rule version at runtime

Summary
After adding a Branch ruleset and saving the Application rule, references to the Branch ruleset do not take effect at runtime.

Steps to Reproduce
- Add a Branch ruleset to an Application rule.
- Add a rule to the Branch ruleset.
- Log off and log in to the application.
- Have the rule execute within a command. The Branch version is not used.
Root Cause
The Application rule was not resaved the second time after the Branch ruleset was added such that the Branch was retrieved by all users.
Resolution
Resave the Application rule a second time.
