Steps to Reproduce

Unknown

Root Cause

The cache was not populated correctly for the CSS rules.
The ruleset security level for the user role of application users is set to production level 2 while the environments that see this issue are at a production level greater than 2.
The DeleteUnusedCSSFiles agent, which runs on a daily basis, does not consider all necessary tables when deciding which unused CSS rules to purge causing a mismatch of Java classes that do not compile.

Resolution

Make the following changes to the PRPC operating environment:
Adjust the Access of Role to Object rule to allow access at the appropriate production level.
Apply HFix-10092.
