Private edit fails with error on screen

Summary
Whenever a developer clicks the "Private Edit" button, creating a private edit copy fails with the below error on screen.
" There has been an issue; please consult your system administrator"

Steps to Reproduce
1) Click on "Private Edit" on a rule.
2) A pop-up will appear with Submit and Cancel buttons. Click on Submit button.
RootCause
While performing private edit of any rule : ProcessAction of @baseclass in Pega-UiEngine should get called .
But at the developer end the activity 'ProcessAction' of @baseclass in their personal ruleset is getting called , since they have private-edited the rule 'ProcessAction' of @baseclass in Pega-Procom ruleset . Developer is not able to discard the rule as well .
Resolution
ran the below query on the developer's database :
delete from pr4_rule where pzInsKey like ‘ pzInsKey of ProcessAction-@baseclass – prabha@01-01-01 ’
