prpcUtils runAgent fails.

Steps to Reproduce
Submit a runAgent command to start an agent that is stopped.
Root Cause
A defect in Pegasystems’ code or rules.
The agent starts when the memory copy of the agent schedule is examined along with whether there is a queue in error. No action is taken since the agent schedule is not available to the engine started by prpcUtils.
Resolution
A BUG-372372 is created to allow the prpcServiceUtils Command Line Utility the ability to start, stop, list, or trace agents and listeners.
