PR_READ_FROM_STREAM error when running report

Summary
User is having issue in reading data from BLOB in report definition. The following error is reported when running the report:
Error Messages
SQLState 38503, Error code -430: com.ibm.db2.jcc.am.SqlException: User defined function "SPTDATA.PR_READ_FROM_STREAM" (specific name "SQL140922155417532") has abnormally terminated.. SQLCODE=-430, SQLSTATE=38503, DRIVER=3.64.106
Steps to Reproduce
Run report.
Root Cause
The root cause of this problem is defect/misconfiguration in the PRPC operating environment.
