Purge process runs at creation time instead of scheduled time

Summary
Purge Schedule does not run the purge process at the scheduled time. That is, It runs at the time of creation of the schedule.
For example,
Schedule and submit the purge process to run everyday at 2 AM. Also, a future date is set to prevent the purge from running immediately. However, purge runs everyday at the time of submission of the schedule (09:57 AM). It does not run at 2 AM.

Steps to Reproduce
- Create a purge job.
- Schedule the job to run everyday at 2 AM.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-28897.
