pzLoadBranches doesn't fetch param from pzSetBranchReviewStatus

Summary
An application is configured such that it prevents the merging of branches which are not reviewed. The 'Merge multiple branches' tool does not allow branches to be selected, even when the branches have been reviewed.

Steps to Reproduce
- Modify pyAllowMergeWhenNotReviewed to return false.
- Create multiple application branches and review at least one branch.
- From the Branches tab in the Application Explorer, right click an application and select 'Merge multiple branches'. In the resulting modal, all the branches, even those which have been reviewed, cannot be selected.
Root Cause
A defect in Pegasystems’ code or rules.
Resolution
Apply HFix-50401.
