Root Cause
The root cause of this problem is a defect in customer application code/rules.
The issue is with the way actions on Save button are configured. They are in the wrong order. The refresh section should be above local action.
In PRPC , only when you submit - the clipboard page is updated. Refresh section internally does a submit. The local action to show modal dialog has pre-activities configured to read the clipboard page and prepare a temp data page. Since you were trying to read values from clipboard page even before it was updated ( submitted ) , you always end up reading obsolete values.
Resolution
This issue is resolved through the following local change:
Reorder actions on on save button. Refresh should be the first action.
