RCA issue for RC4841

Summary
The question for standing recurring transaction should be displayed for all transactions.
Was this a recurring transaction such as a subscription or membership that had been cancelled?
Currently, it is displayed only if the value for CardHolderPresentData is 4 or 9.
Error Messages
Not Applicable
Steps to Reproduce
1. Navigate to Determine reason code.
2. Select Returned, Cancelled. Credit is not posted.
