Read only fields get editable for a moment on refresh

Summary
On browser refresh, read only fields are editable for a few moments and user can change the values.
Error Messages

Steps to Reproduce
1. Create a section and add few read only fields. Make sure the fields use different controls such as 'radio buttons' and 'dropdown'. Set intial values to the read only fields.
2. Use this section in portal and launch the portal.
3. Refresh the browser, so that screen reloads. Verfiy whether read only fields are changed to editable for a moment after refreshing the browser.
Root Cause
The root cause of this issue is due to a delay in loading the screen after refreshing the browser. Once all the fields are loaded properly into screen, readonly fields are updated as readonly and users are unable to edit the particular fields.
Resolution
When user refreshes the browser, few of the readonly fields are displayed as editable for a moment after screen refreshes. During this time, even though user edits the particular field values, changes do not get updated to database.
