Right click events not working on tree grid

Summary
When right click actions are configured on a tree grid row, the defined actions are not processing upon right click.

Steps to Reproduce
- Create a section with tree grid layout.
- Add tight click event with menu.
- Now try to right click anywhere on the row (row is in edit mode) or beside of the icon, nothing happens.
Root Cause
This is working as currently designed.
Resolution
Here's an explanation for the behavior:
On editable rows, right click behavior is disabled.
Right click actions are only supported for rows in a read-only context.
