An older version of portal rule is displayed and executed sporadically.

There is no specific use case to replicate this issue.
Root Cause
A defect or configuration issue in the operating environment. Not all portal content, sections and harnesses, were resaved after upgrade.
Resolution
Perform the following local-change: revalidate and save the portal rule.
