Save-As fails for GetListofIntents activity in locked ruleset

Summary
Unable to SaveAs an OOTB NBAA activity "GetListofIntents" from "PegaOMF-ON-Data-IntentCategory" in an unlocked ruleset.
Error Messages
When users try to save, they get the error message Error: ** SaveAs failed: The reference (unspecified) is not valid. Reason: property name starts with invalid character

Steps to Reproduce
1. Open the activity PegaOMF-ON-Data-IntentCategory.GetListofIntents
2. Try Save-As button, change the ruleset version for a superior version
Root Cause
Reported behaviour was due to additional quotes present for a page name while creating a PropertyReferenceImpl instance.
Resolution
Provided HFIX-10007 which removes the additional quotes for a page name, if any.
