SendEmail smartshape does not send email to non-standard parties

Summary
When using the SendEmail smart shape, emails are not sent to non-standard parties. Only emails assigned to Interested, Originator, and User are distributed.

Steps to Reproduce
- Add the SendEmail smart shape in a flow.
- Send the email to parties other than Interested, Originator, and User.
Root Cause
A defect in Pegasystems’ code or rules.
The Send Email smart shape captures the list of parties from the work party rule when all parties are selected.
In this use case, the flow is in the Framework layer while the case is in the Implementation layer. Hence, there is a difference in the work party list.
Resolution
As a local-change, override the flow in the Implementation layer.
