Sporadic ORA-01460 errors in logs while running services

Summary
When a user fills out an application form via an online banking application, it was sent into PRPC through a SOAP Service. When PRPC attempts to access the rule from database, it encounters ORA-01460 error (unimplemented or unreasonable conversion requested) when attempting to get candidates for Rule Resolution. This error was sporadic (approximately one in three attempts) and affecting all the SOAP requests in the Production environment.

Steps to Reproduce

Root Cause
Reported behaviour were caused due environmental issues specifically the database RAC configurations and the JDBC driver versions being used.
Resolution
Suggested user to involve the database administrator to review and assess the behaviour. DBA team uncovered issues with their the database RAC configurations. Issue was resolved after the production environment was configured to access working database RAC setup.
