SQL insert error during Pega Marketing upgrade

Summary
After upgrading to Pega Marketing 7.31, an SQL insert fails.
Error Messages
981 [http-nio-8080-exec-7] [ STANDARD] [ ] [ Your_App:01.01.01] (dbms.JdbcConnectionManagerImpl) ERROR Your_System|127.0.0.1 Your_user - Not returning connection 2 for database "pegadata" to the pool as it previously encountered the following error

Last SQL: INSERT INTO PSFAPRD.MKT_SYS_QUEUES SELECT * FROM PSFAPRD.pr_sys_queues WHERE PXOBJCLASS = 'System-Queue-ProgramRun'
java.sql.SQLSyntaxErrorException: ORA-00947: not enough values
Steps to Reproduce
- Upgrade Pega Marketing from 7.21 or 7.22 to 7.31.
- Run the 'UpgradeToMktSysQueueTable' activity.
Root Cause
A defect in Pegasystems’ code or rules. Missing column declarations and a mismatch in the number of columns.
Resolution
Apply HFix-39276.
