Steps to Reproduce

Open the application from an HTTPS URL.

Root Cause

This is the behavior that occurs if static content is provided by a Tunnel-to HTTP host on an otherwise HTTPS site. You can verify if this is the case in your application by using Fiddler. (If Fiddler is not available, Internet Explorer's network trace tools also work.) Internet Explorer does not allow an HTTPS website to tunnel to non-secure (HTTP) content unless the site is explicitly Trusted.

Resolution

Add the site to Internet Explorer's trusted sites.
