ToDecisionTable routing activity does'nt work for non Work class

Error Messages

Unable to open an instance using the given inputs: Rule-Declare-DecisionTable Work.IsRouteTo
Failed to find a 'RULE-DECLARE-DECISIONTABLE' with the name 'ISROUTETO' that applies to 'XXX-XXX-Work-XXX'. There were 2 rules with this 2 unrelated to applies-to class 'XXX-XXX-Work-XXX', for example: 'Data-Admin-OrgDivision'.
Steps to Reproduce
1. In a flow under Work class, use Split for each of a Page list of object type ( Data-Admin-OrgDivision ).
2. In Data-Admin-OrgDivision class, create a flow to route using ToDecisionTable.
Root Cause
An issue in the custom application code or rules. The ToDecisionTable activity is looking for the Decision Table in Work class. It was created in Data class.
Resolution
Save the decision table to Work class which resolves the issue.
