In UI, table layout does not load with all columns in IE

Summary
A table layout is configured to contain three columns and a section is embedded in one of the columns.
When loading the UI in the Internet Explorer browser, only the first two columns display. The third column displays with a horizontal scrollbar.

Steps to Reproduce
- Create a new section
- Add a table layout that is sourced from a list property.
- Add three columns. One of the columns is embedded with another section. In the Internet Explorer browser, only the first two columns are visible. The third column displays with a horizontal scrollbar.
Root Cause
Internet Explorer browser has issues with the CSS Flexbox model which introduces horizontal scrollbars for layouts.
Resolution
Perform the following local-change:
Toggle the dynamic layout's mode from Optimized code to Legacy code. Implement this for all layouts which are in the inner sections.
