Unable to download Personal Edition 7.1.8

Summary
Error is encountered when downloading Pega 7.1.8 Personal Edition (PE).
Error Messages
"Your software request has failed. Cannot initialize web service for Request Type: SvcCreatePE - one or more of the required
property values are missing: ContactID, VersionList, or EmailAddress."
Steps to Reproduce
Request a download of Personal Edition on the PDN to observe the error.
Root Cause
The root cause of this problem is defect/misconfiguration in the operating environment. Browser cookies are not set correctly to allow the download. The error message is typically thrown when a web service does not receive all required parameters.
Resolution
This issue is resolved through the following Local-change:
Clear your browser cache and cookies, and retry.
