Unable to execute Campaign while Strategy is stored in Branch

Summary
On creating a Marketing Strategy in a Branch ruleset, the Campaign fails during a Submit.
Error Messages
Critical
- Failed to create the batch Data Flow for this Campaign.
- Trying to save an invalid page: page is not valid
Steps to Reproduce
- Create a Template, Offer, and a Strategy in the Rules ruleset in a Branch.
- Create a segment in the Artifact ruleset in the No-branch.
- Execute the Campaign.
Root Cause
Marketing artifacts were not created in the Implementation ruleset.
Resolution
Perform the following local-change:
Create a Strategy or any other Artifact such as Offer flow or template in the application (artifacts) ruleset.
