Unable to expand the browser after a Restore down

Summary
On performing a 'Restore down' of the browser window, the Panel Separator does not display. The Panel Separator displays after a browser Refresh.

Steps to Reproduce
- Log in to Pega Designer Studio (or any portal with the Panel Separator).
- Click the Panel Separator.
- Restore down the window after the left panel disappears.
- Maximize the window. The Panel Separator does not display.
Root Cause
A defect in Pegasystems’ code or rules.
OnResize must handle the data-expand attribute.
Resolution
This feature is implemented in Pega Platform 8.3.2.
