Unable to identify the active tab when switching between tabs

Summary
When switching between tabs, the content in the tabs change, however the highlight on the tabs does not. Hence, unable to identify the active tab.

Steps to Reproduce
- Navigate to the Interaction portal.
- Open some work objects from the Search bar.
- Switch between tabs. The active tab is not highlighted
Root Cause
The active tab cannot be identified when the openWorkItem action is configured in a grid. In the Search results section, a grid is used and the openWorkItem action is configured for the work ID link.
For the work item action, contentID is a parameter which must be unique for all the the open work item actions that HTML generated. In the grid case, every workitem action has the same contentID. Therefore, the existing page in the Declare_pyDisplay page is replaced instead of creating a new page.
The changes are made in the pzActionOpenWorkItem Rule Utility Function (RUF) to skip generating contentID as it is managed in the dynamiccontainer.js file.
