Unable to localize the 'No data to display' field for charts in the report definition.

Steps to Reproduce
Open a report which has a chart with no data. The 'No data to display' message displays in a different locale.
Root Cause
An issue in the custom application code or rules.
The field value, ruleset, and class must be configured to their localized ruleset.
Field value: ChartNoData
Ruleset: Pega-Reporting:07-10-01
Class: @baseclass
If the above are not saved in the localized format, the default English text displays.
Resolution
Perform the following local-change:
- Search for the below:
Field value: ChartNoData
Ruleset: Pega-Reporting:07-10-0
Class: @baseclass
- Save the ChartNoData field value to the localized ruleset.
- Modify the 'No data to display' text according to the locale.
