Unable to open any rule of the 'Rule-Application' rule type in the production environment.

Steps to Reproduce
Open the application definition of PegaRULES in the production environment.
Root Cause
An issue in the custom application code or rules. The Rule-Access-Role- Obj (RARO) privilege is set for Rule-Obj-FieldValue for Role PegaRULES:SysAdm4. The privilege value is set to value 4. For production environments, the value should be 5.
Resolution
Perform the following local-change:
Update the privilege value to 5.
