Unable to remove case type

When we try to eliminate a ruleset which has a case type defined or directly delete a case type we get an error:

Error Messages

** Fail: Database-Authorization-NoDeleteAccess RULE-OBJ-CASETYPE YOURCLASS-FW-WORK-CASE PYDEFAULT #20150508T150711.548 GMT

Steps to Reproduce

Create new application using wizard and add case type, then try to eliminate application/ruleset using system refactor delete a ruleset utility. Also try to directly delete case type rule.

Root Cause

The root cause of this problem is in software use / operational error: The Sysadm4 role is required to delete case types, as classes must be deleted from the database to allow for case type deletion.

Cases were able to be deleted when the Sysadm4 role was used.
