Unable to save BIX Extract Rule with Pega 7.2.1

Summary
After installing Business Intelligence Exchange (BIX) module, a BIX Extract rule can not be created. The new rule does not get saved into the system.
Error Messages
Not Applicable.
Steps to Reproduce
- Install the BIX module.
- Create a new BIX Extract rule: Create > Sysdamin > Extract.
- The rule form does appear in the Designer Studio, but the rule does not persist in the system after a save.
Root Cause
The BIX module has been incorrectly installed.
Resolution
As documented in the BIX User Guide, it is required:
1) The Pega-BIX ruleset should listed in the Required Ruleset list of the Application Ruleset.
2) Add the Pega-BIX ruleset in the Application Ruleset list.
