Unable to traverse backward from a screen flow navigation

Summary
In Pega 7.1.6, a screen flow has three stages configured so that you can traverse between the stages (backward and forward). This does not work as expected after migrating to Pega 7.1.8 (you are unable to traverse backward).

Steps to Reproduce
1. Fill the form in the Stage-1 of screen flow.
2. From Stage-2 flow action observe that it is not possible to traverse backward by clicking on navigation panel.
Root Cause
The root cause of this problem is software use/operation error. The current behaviour in Pega 7.1.8 is expected and correct.
Resolution
The explanation for this behavior is as follows:
To avoid validation from being triggered, use the "Allow Errors" in conjunction with "Save On Last Step" parameters of screen flow.
