Validation tool dependency on Access Group

Summary
On running the Validation tool (Designer Studio->Tools->Validation) on a selected application with the validation type as "Validate an Application", it was found that there are errors generated at a platform level. These are basic errors like: "HTML property Stream pxTextInput is not defined" layouts.
Error Messages
"HTML property Stream pxTextInput is not defined"
Steps to Reproduce
- Have 2 access groups defined for operator A and B (where A is the default).
- If you try to validate A (or a child app of A) it works correctly, however if you switch apps to B and try to validate B it is not validating correctly
Root Cause
Validation tool is depending on the accessgroup where it should not.
