Version error during upgrade from 6.x to 7.1.x

Summary
When upgrading from PRPC version 6.x to Pega 7, the upgrade fails with the below error in the upgrade logs.

Steps to Reproduce
1. Migrate the Rules schema.
2. Run the Install and Upgrade Assistant to upgrade the migrated schema.
Root Cause
This error occurs if an upgrade is performed from a pre-7 version of Pega using the *update only* version of the Pega 7 install media; note the file name as Pega719-UPD.Resolution
Use the full version of the Pega 7 install media, which has the files required to upgrade from PRPC 6.x and earlier to Pega 7.
